The procedure I followed:
a) Edit the file:
/usr/share/cloudstack-management/webapps/client/WEB-INF/classes/resources/messages_es.properties
b) Search the key "message.installWizard.copy.whatIsCloudStack" and
replace the text.

Release notes should follow shortly.
Point releases don't have any DB updates. It should be as simple as shutting
down your agents and management server and then upgrading deb or rpm packages
and then restarting everything.
Always backup your database before trying any updates.

Doesn’t look like it - http://cloudstack.apache.org/api/apidocs-4.9/ - the only
assign API call is assignVirtualmachine. You would probably have to download
the data disk and upload it under the new account.
