I figure out what is going on, I forgot download system template , now the
issue solved.

do all kvm hosts have the same setting ?
Thare are only one host in the zone
is bond4 configured with 1 or 2 physical interfaces ? or it is just a virtual
nic ?

I decided to create a core zone with shared network. All types of traffic are
on 1 NIC. I chose an IP range with 10 IPs so that system VMs can get an IP.
The zone creation works fine. I than added another IP range using the same IP
as start of range and end of range using the IP of the V
