i have 2 resources and i would like configure in such a way that both
should always run from same node,
also is it safe to give below values for 2 node cluster:
pcs resource defaults migration-threshold=1
pcs property set no-quorum-policy=ignore

Two node cluster by definition cannot use quorum - there is no way to
split cluster so that any part have majority votes. You can artificially

thanks for the Help and i have done "pcs resource clear" and tried the same
method again, now the resource is not going back.
