If possible, using ssh in container to log in your host,
and then run crm shell to get your job done.
Crm shell is designed to run on HA stack,
I don't think it's a good idea to separate crm from HA stack.

    Unfortunately, there are not restful apis for crm.
    Using ssh may help you.
    For further steps, you may use the same underlying libs  as crm     does.
