I have a bunch of reports with only Header Cells containing useful data;
these were Outlook generated reports. So I used PaintShop Pro to copy the
headers of each page (13 pages)

That is why Microsoft makes sure that it is easy to get and use irregular
copies: when other programs fail you can always go back to MS Office :)

I use Gnumeric and I couldn't find any information on opening wk4. It does
mention that it opens wk1 and wks but I suspect that wk4 is quite different.

Ahah, the bug-reports do accept attachments/uploads so perhaps you could post
your attachments there to "bump" those reports and see if it helps re-kindle
interest. Sun sat on a lot of bug-reports disallowing developments/fixes so
perhaps those reports just need to be bumped a bit.
