There may be 3 things to consider here.
1. With the computer (Libre Office) the paragraph can have space
attached before or after or both that looks like a blank line. Right
click in the test and click on Paragraph and in the indents and
spacing tab this can be adjusted.

I would think that Title should be used for the title of the drawing. Heading
should be used for any headings needed within the drawing. For example, a
drawing might have a heading with text under it.
