I suspect the reason that Options is not in the Tools menu is because the
original poster is using a Mac. The Mac version of LibreOffice has its
options in Preferences in the "LibreOffice" menu.

Using LibreOffice 7.0.5.2 on macOS High Sierra (10.13.6), setting the
number format to "#,##0\." (without the quotes, of course) works for me.
("#,##0.." also works, but that's too bizarre. ;-)
