In what directory should downloaded dictionaries (chemistry medical) be
saved? These have the *.oxt suffix but I haven't been able to find any on my
system.

Those files are LibreOffice extension files. Yu should open them directly with
LibreOffice. When you doubleClick (at least on Windows ...) LibreOffie knows
that they are extensions and then installs them into the right place.

the language only 'for selection' and not either 'for paragraph' or 'for
all text' --- or is it that I can do it, but the checkmark (v) does not

I'm currently installing RC3 (under Windows) and something puzzles me: why is
the list of dictionaries available different from the language packs?
If there is some criteria for including languages in the multi package,
shouldn't it be consistent? E.g. I can choose the Portuguese language pack
