The aim is to reduce dependency on Java within LibreOffice, not to increase it. That aim does not mean that the Java UNO bridge is going to disappear anytime soon, but it does mean that if you want to integrate Eclipse as your IDE for macro (or I presume Java tool programming) development, you will be pretty much on your own. Eclipse has been used previously to develop extensions for LO, but you would probably be better off asking questions about that on the dev mailing list or dev irc.
