After much trawling and peeking into corners, I find that another
setting has to be changed first for this to stick.
(1) Tools > Options > Load/Save > General: Load user-specific settings
with the document: ON
then
(2) Tools > Options > LibreOffice Writer > Compatibility: Use printer
metrics for
