Folks - I am just switching over to Libre from open and have encountered the same problem. When I insert a manual page break into a spreadsheet, I get a nice blue line when the break occurs, but do not actually get a page break when previewing and printing.
This is true of Libre 3.3.2 for Mac, Oo 3.3.1 for Linux, and Oo 3.3.2 for Mac. To get my breaks, I load the spreadsheet into an older version where it still works.
