I wasn't looking for a benchmarking tool. I am looking for something that
limits number of connections per ip or virtual host and can dynamically be
changed without having to shut down apache.

i reply using the long email address sent by the confirmation email i
got an error:

Looks like yahoo.co.uk is preventing you from sending out the mail
because it thinks you're trying to spam.
Sounds like a weird reason, but that's the last mail server to receive
it.
I've sent a message to the long address on your behalf, hopefully it
works and you won't get this message
