Unmöglich scheint es nicht, Google kann jedenfalls Flash indizieren:

Is there an easy way to change the response status in the http header from 403
to 404 by configuring the file httpd.conf? The reason for doing this is to
prevent hackers from guessing forbidden web contents by looking for 403 in the
http header of the response.
