am besten wendest Du dich damit an die Hersteller von xampp.
Jedoch kann ich sagen, dass Du die IESHIMS.dll ignorieren kannst. Die
dll gibt es seit Vista nicht mehr.

Turn on the rewrite log, make some requests which you think should be
rewritten, look at the rewrite log and work out why it wasn't.
