Thanks a lot,
I made it to look to the home folders of the users when i explicitly
give the user names,
in the httpd.conf, like that :
UserDir enabled username
UserDir public_html
otherwise it does not look to the right folder.

yes it is being loaded with the line :
LoadModule userdir_module modules/mod_userdir.so
