Please do not include your entire config unless there is no other choice. Your problem is that mod_dav is is not installed. Use "apachectl -l" (or httpd -l) to find out what modules are compiled into the server. Dynamic modules can also be added using LoadModule, but you don't appear to be using any dynamic modules.
