You didn't misread, mod_gzip is for 1.3. Furthermore, mod_gzip buffers
the response before compressing (iirc), and that dir

Can you try using mod_gzip. This will allow you to use the below
mentioned directive
mod_gzip_minimum_file_size512
Please note that the size is in bytes.
