Well, I've figured out a workaround for the issue.
I just added an alias to httpd.conf to point /~bob to
/home/bob/public_html and it works fine when I try to go to
http://my.webserver.com/~bob/.
If anyone has any idea what was going, let me know. I'm still really
confused by it.
