If the Motorolla gateway uses message_payload to deliver the content of the SM, then Kannel will not be able to support it. if OTOH you can use the interface-version configuration directive in Kannel to force the SMS gateway to use SMPP v3.3 compatible PDUs, then you will be able to use it with Kannel. > I have recently seen discussion on 1.2.1 Kannel.
