We have encountered that problem with a provider that uses the CMG SMSC with SMPP 
protocol - I don't remember the fix, but it was something to do with the esm_class 
when sending. I think I submitted a fix for that (or maybe it was esm_class when 
receiving ?). try to change the interface-version parameter to 33 (v3.3) to see if it 
fixes the problem, or update to latest CVS version of Kannel.
