I have looked at the utils folder and saw a couple of
init.d files. Is kannel going to run as root? How can
I make it run as a user other than root.

in SMPP, if kannel sees 00, it convert it to + automatically. TON should
have been set as 1.
in AT, again kannel handles it well, 00 and + are treated equally.
