apply. A good reason to send a blank message is if you wan't to send a
MWI in discard content mode for example (I think there's other cases).
The Empty reply from service provider should only be set for
mt_reply messages.
Kannel's AT modem driver implements the generic set of GSM AT commands. As long
as that CDMA beast knows them, it should be fine.
Otherwise, that AT command set may be vendor specific and we don't have support
for it. In this case you're welcome to contribute a driver.
