I have tested the kannel PPG feature using this:

Can you capture your log results? Especially the bearerbox, and please set it
to debug level (0). As my experience maybe your USB doesn't speak to your modem
well.

Are you sure to get modem answer if you are using minicom?
Usb are not like common serial connection and usually are managed through
hotplug process.
