For clarify a little, the ^Z is normal when sending a message though
AT commads. It tells the modem of the end of the message and that it
can start processing the message. You must have an ^Z after each
message otherwise the modem will not process the message.

To connect to multiple SMPP SMSCs, just create multiple smsc = smpp blocks
with configurations for each connection.

details on how to configure an smpp smsc.

Error PS Bussy means Protocol stack Bussy ie your modem is somehow
blocked... Therefore you might need start looking at modem support
other than kannel support since it is not a kannel related problem
