I think we found a solution to this. I post it here in case it will be
helpful to someone else in future.
There was a missing parameter in the Kannel configuration.

Had no idea there was a store status command, thanks for the tip.
Ended up rebooting the server a couple times, power cycled the modem, so
far so good.
Examining the bearerbox.log shows error from the modem in response to a
^Z from kannel, after which no messages were
