In order to load balance traffic trough several modems, I do the following:
smsc_id = s1
allowed-smsc = s1, s
smsc_id = s1
allowed-smsc = s1, s
smsc_id = s1
allowed-smsc = s1, s
etc.
So I send the message to kannel specifying the "smsc-id = s", kannel
