Yes, it is possible to patch Kannel to act like that.
But then again... probably the cheapest way to fix your problem is buy a
proper modem.

in modem config in order to have kannel restart the modem

I can't believe I didn't see this when checking through
perhaps you can proper values for [reset-string], [max-error-count]
assuming the error received increments that counter
or [keepalive], [keepalive-cmd] in order to trigger a preventive reset
every N days
