This is more something for a nowsms/NET_SMPP mailinglist. They "should" be able to request a dlr. But you have to ask there how to do it.

Obviously the dlr comes back from the SMSC but cannot find a matching dlr in the table as the smpp client hasn't requested for it initially. I welcome your thoughts. Lee
