The premise "If SMSC is configured like transceiver mode then he must
transmit dlrs to me" is false. Those two things are completely unrelated.
The SMSC needs to have DLR's enabled, otherwise you won't get anything from
them after the initial submit_sm_resp.

That means that kannel received the sms correctly but don't know where
to send it and/or the route is not available.
Check that your smsc(modem) is connected to kannel and the routing is
correct. Check logs and/or admin page

modem initialization,
modem reset ... best modem baudrates, USB drivers ...etc small but not strictly
kannel related issues.
check the docs for
sms-combine-concatenated-mo parameter
and
sms-combine-concatenated-mo-timeout
parameters of the core config group
keep in mind i am not sure is they will be on any help ...
