No, Kannel at it's core is designed to offer a well-known interface to the
higher application layer, which is HTTP here.
There are add-ons to this.

With the HTTP way to send SMS. Are we 100% sure
every SMS will be sent?
Exemple: 50 users send a "differente" SMS at the
same timestamp (date + time), what happend?
