kannel 1.5 development release is out but i guess we cant relay on it since
it is not stable yet.

Hi,
1.5.0 is just labeled Development since it is the latest release. It is
production stable and you should prefer it, since it has many
fixes/enhancements over previous releases.

If the provider is passed as data on incoming messages, then yes you can.
Otherwise you will have to make that lookup in a separate script.
I think HLR could do that for you.
