We are currently using Kannel 1.3.1. Our sysadmins say they are unable to get Kannel to send a notification to a URL that we supply. Is this functionality supposed to be working in 1.3.1? I see in the current documentation for 1.4.0 that I should be able to set an HTTP header on the request
