Help understanding the kernel release schedule

Hi, I am confused about the way the kernel packages land in Fedora, specifically Rawhide, and was wondering if someone could shed some light on this issue. Looking at [1], I see that the kernel in the updates repo is 4.17.rc. How is that possible? What is the source for 4.17? A build of
