I figured it out. I needed to install the pcsc-lite-ccid package. Since
that package appears to also break out the CCID drivers for F21 and
earlier, I'm not sure how it was getting installed. Maybe there was a
dependency change.

Setting up my YubiKey Neo to use PKCS #11/PIV/CCID features for SSH used to
work fine, at least on Fedora 20 and 21. Now, with Fedora 22, it cannot
