the live migration action can be found under the drop-down menu in the
Virtual Machines view. It is only active for users belonging to the
"oneadmin" group (or group with gid=0). Perhaps that is why you don't
see it?

If I understood correctly, you are suspending the VM directly from the
hypervisor, not using "onevm suspend".
OpenNebula assumes the exclusive management of the VM life-cycle, so
when it detects that the VM state changed from running to suspended
without knowing how, it stops monitoring that V

Maybe the patches included in tickets [1] & [2] can solve your problem.
Could you please log in to the host as oneadmin, and paste the output
of 'sudo /usr/sbin/xentop -bi2'?
We could use the feedback to fix it.
