You are right about the meaning of "public", its scope is the resource's
group.
Using ACLs, you can create a group (let's say "shared"), and allow everybody
to use and instantiate IMAGE and TEMPLATES in that group.
$ onegroup create shared

default, you have to add it using the oneacl command. This rule will
be included in the next release.

I published this templates expecting that other user's should be able to
use these templates to create VMs.
