I need to move around VMs. The cluster has been up and
running for about a year now.
At least two VMs on one host are stubbornly refusing

I have a comment though. Nokogiri should be installed by the install_gems
script [1], so maybe you skipped that step.
Nokogiri drastically improves the CLI speed, but since you use python it
should be unrelated to your response time...

Is there any plan to allow recovery from a failed state?
Some times that state is not really final. Like, if you have a transient error
when restarting a VM.
So, say you got a machine into UNKNOWN state due to some crash on a host. You
try to restart the VM but there is some error (fixable)
