not sure I follow, but given that the rules are idempotent if the bridge
doesn't exist it will be created, and if it does, it won't.
Have you tried this with ONE = 4.0 and still fails?

Ceph's RBD Format 2 images support the copy-on-write clones/snapshots for quick
provisioning, where essentially the following happens:
Snapshot of Image created -- Snapshot protected from deletion -- Clone image
created from snapshot
The protected snapshot acts as a base image for the clone,

more than one file, it has to be contained in a directory. This
directory then needs to be compressed (with tar.gz or bzip2), and then
uploaded to Sunstone.
