I'm using the OpenNebula 3.8.1 at the moment, however both of the VM_HOOK
and HOST_HOOK features don't look working well. Does anyone have similar
problem with OpenNebula 3.8.1? How about the later version, e.g. 3.8.3 or
3.8.5?

Where did you get that? The docs say $ID, not $VMID.

Are you using a recent version of those images? OpenNebula support was
added in cloud-init 0.7.3 and the current images come with that
version. User data can be specified with USER_DATA or USERDATA
parameters so your configuration seems to be OK.

As root execute the following:
# su - oneadmin
As oneadmin generate the SSH key pair, add pub key to authorized_keys and
you are good to go.
$ ssh-keygen -t rsa -b 4096
$ cat ~/.ssh/id_rsa.pub ~/.ssh/authorized_keys
$ chmod 600 ~/.ssh/authorized_keys
$ ssh localhost
