Yes, there maybe a problem. There won't be nothing to stop the scheduler from allocating the VM if it's resumed. That's the reason for accounting the capacity even if you are not actually using it, you'll be granted with it as soon you request it (and its available). So you may be not making a "co

As I've told you I haven't used cgroups and io throttling. Using virsh blkiotune is a nice interface to set those parameters per VM. The problem seems to be caused by deploy. After deploy the script gets the deploy_id of the newly created VM and is pushed back to OpenNebula daemon to be saved into the database. After that all the actions use that deploy_id. I am not able to reproduce the error. Have you modified the VMM deploy

OpenNebula currently allows setting CPU shares and max memory for cgroups [1]. Even if block IO throttling is not directly supported I think you can also use cgroups to throttle the IO. You can find more info on libvirt support in its documentation [2] and info on cgroups in RedHat's documentation
