I am still trying hard to run the Windows 7 OS, but either stays at Blue

We would like to create a few templates with persistent images so they
can be shared with a group of users, so then users can provision new
VM's, each having its own VM with persistent image. The persistent image
is bacause we want that VM's be users personal VM's (aka desktops).
But
It is not possible as MAC address is used to find the correct
interface as we can not rely in the old naming (ETH0, ETH1, etc).
You can add the mac address manually in the context:
ETH0_MAC = "$NIC[MAC, NETWORK=\"network name\"]"

The linked package is meant to be a fix and should work with network
names not called ETH*. I've tested here with a virtio network. I'll
try with an emulated card then.

I have installed OpenNebula 4.6.2 and when I try to run the daemon:
one start
always I see
oned failed to start
in /var/log/one/oned.log, the logs don't show anything.

In your case I would set up a clustered file system on the iSCSI volume.
For OpenNebula that will be transparant, simply configure it as shared. You
can also use the LVM drivers for this:

We are using the deduplication capabilities of NetApp storage system, you could
create a new transfer manager and rewriting the clone command to use the clone
volume command of NetApp, for example... it works well for us and the change
isn´t very agresive in your OpenNebula deployment
