In the past weeks we have a similar error, our VM keep in BOOT state
and logs only say that deployment.0 was created (but not found in
dom0)
Finally we found that Dom0 have process with oneserv and that made a
lot of problems deploying the file with xml
Hi,
The 'boot' status means that the hypervisor deploy action has been
executed, but opennebula is still waiting for a response to move the VM to
'running' or 'failed'.
Maybe you will get more info in your hypervisor logs.

I create a vm but it's state is always in the boot state, so i check the log
and get :
