Provably you don't have enough free resources in the host or added a
custom SCHED_REQUIREMENTS that this host is not able to provide.

I don't see any tip from the error messages but you shouldn't have xend
running in a Xen 4.2 installation using xl.

No, it's not about the double slashes. Some pointers:
- be sure
the system datastore (default datastore 0, located in
/var/lib/one/datastores/0/) is a common folder shared by the front-end
and the nodes. It can be a mounted nfs.
- be sure the the image
