Found the problem. I've accidentally deleted a line in radius dictionary.
It works now. :)

The error message may be a bit misleading - it is not about new uri
shorter then old uri, is about the URI from Route hdr being shorter than
the old URI.
The URI encoded in the Route param has the len = max(new uri, old uri),
