I should have looked for that, but I didn’t because I knew we weren’t using it.
Nevertheless, someone (probably me) had set accept_replicated_dialogs to true;
probably in anticipation of using it one day. When I removed that it no longer
required the clusterer module.

Yes, this exact configuration was working in 1.11. None of these module
required any configuration changes that I could see for the migration, so it is
unchanged.

I'm trying to use rest_append_hf function to append an extra header for my rest
call. But it doesn't set it unless I call the same function twice.
How do I get around this ? I tried async() statement as well as per docs but it
didn't work either.
