What's the reasons having watchers table and active_watchers table? As i
understand, active_watchers is use for currently subscriptions presence
and watchers is kind of history table ?

Watchers table stores the policy status for a given contact (pending, accepted,
rejected).
Active watchers keeps track of active subscription dialogs.
