Do you have the stacktrace for this ? (run with mvn -e)
You'll probably need to file an issue for this at
http://jira.codehaus.org/browse/MASSEMBLY, preferably with a small
sample project enclosed. A stacktrace is probably the most important
starting point to find the problem though.

we were trying to not pollute our hundreds of poms with the exact same
declaration of the scm
