Ideas:
1. Check your Proxy settings in settings.xml (protocol, user/pw etc.).
2. And - VERY important -: UNcomment the PROXY-section in your settings.xml.
That one cost me 3 hours bc my texteditor didn't syntax highlight the commented
out code and so the proxy-settings were never used :-
