I'm currently chasing down a similar problem... different plugin, but it seems that pluginManagement further up the hierarchy is picking a version that IMO should be overridden by specifying a version in the project's pom. Somewhat related... AIUI, <pluginManagement> is ignored by <reporting> plugins.
