how to set maven test:test JVM system properties?

I've tried:
maven -Duser.language=ru -Duser.country=RU test:test

and
    <plugins>
      <plugin>
        <groupId>org.apache.maven.plugins</groupId>
        <artifactId>maven-surefire-plugin</artifactId>
        <version>2.4.2</version>
        <configuration>
          <systemProperties>
            <property>
              <name>user.language</name>
              <value>ru</value>
            </property>
            <property>
              <name>user.country</name>
              <value>RU</value>
            </property>
          </systemProperties>
        </configuration>
      </plugin>
    </plugins>

*but output log shows me*

TEST-***GeneralTestSuite.xml:

<?xml version="1.0" encoding="UTF-8" ?>
<testsuite errors="0" failures="0" name="***GeneralTestSuite" tests="9"
time="8.141">
  <properties>
    <property name="tomcat.manager.username" value="admin"></property>
    <property name="systemScope" value="{java.runtime.name=Java(TM) SE
Runtime Environment ... *user.language=ru*"></property>
...
    <property *name="user.language" value="en">*</property>
...

Here I see both en & ru, how should I fix this? to use only "ru"? And where
does Maven take "en" at all?
